So, say you have a nice Press Release with a ******** or a DA 94 with a ******** back to the money site - then it would do no harm to throw 10,000 links at that Tier 2 right?

Yes, you can also use GSA for 1st tier, if you are using some quality link list service which also provides 1st tier links separately. In your case set the limit to 100 links per day in GSA campaign settings.

It depends on what links you're making with GSA.

It's very good at creating redirects, but those would have to be indexed externally, and tbh it's doubtful they will ever index.
Some of the contextual and profile links have a degree of internal linking which may be enough for them to get crawled.
Blog comments should usually be on pages that are already indexed.

I am using GSA SER with all of my websites with high quality content. I only use premium sellers like serverifiedlists or serlinks. Just makes sure everything looks clean and real. Don't blast with millions of links. Actually i am having great results with gsa and i am tiered link building fan. Now i am testing tier 1 links with chatGPT content.

Recently i don't give a shit with tier 2. GSA is not limited for lower tiers. If you load up gsa projects with good content and quality targets you can build backlinks directly even to newly made fresh money sites. I am using serlinks top tier links directly to my money sites . But just make sure to maintain good anchor text ratio and quality of content .

Captcha breaker i have Xevil as primary and GSA Captcha Breaker as secondary. But should be good to go with only Xevil just set the retry settings high like 10

You can use it with tier 1 if you feed it with high quality targets. I build my own and use some verified lists from marketplace.

if you are using public list make sure only blast to lower tiers
