I agree with @Ormosis, but since I never tried it, I cannot confirm that there are going to be problems just because their numbers were used for other accounts in the past.

You can give it a try but once the accounts are created, you will need to remove the phone number if it's saved, and add an email instead, that way when a checkpoint is triggered they will ask you to perform an email confirmation instead of a phone verification with a phone number you no longer have access to.

Give it a try with a few accounts (10 - 20) and don't scale until you confirm that there are no long term issues with this.
