Well, it highly depends on the keyword and the SERPs but I´ve seen SERPs with highly authoritative websites dominating the top 3 or 4 positions and then crappy sites in the middle.

It wouldn´t take much to outrank these crappy sites with decent content and a well-structured and SEO-optimized website.
