It seems to not be very apparent that webmasters don't always make themselves known when it comes to trying to send them a new affiliate program.

Use scrapebox and scrape google results based on keywords in your niche. Filter results and then outreach to the niche sites with your offer.
You can also use tools like Ahrefs to do the same.
