I'm not sure if you can get for $1-3 a month but you can ask host I'm using @DamoHG - Hostgnome.com. For testing, they are offering a free trial for a limited time. That should make it easier for you to decide.

nonono, I want plesk but I have seen another thread, where a guy promoted very cheap Hostings, I got one for a year for free now, but the bad Is these cheap hosting suspend so fast, so I still need a good and cheap one.

Instead of that try Directadmin is much better than Plesk and is very similar to cPanel.

Use AWS Lightsail. They have an option for creating an instance with Plesk. Although the prices start at $3.5/mo, they give you the first three months free, so that should take care of your testing needs.
