Buying an account, what to ask?

I am thinking to buy an account of 39k followers with million of views on reels.

My question is what to ask and look for?
The owner asks 600 dollars, idk how much I should offer, the page has a specific niche and is nice but unactive.

He made around 200$ for promotions total that he was able to show transactions on PayPal.

I would check his engagement, is he getting at least 10 (Even better, 20%) likes compared to his following? Do these likes come from legitimate account?

Keep in mind that reviving an account is HARD, yes you can push it forward, but it is no easy feat and you should not expect to receive anywhere close to how much he was making or the level of engagement the account had before its period of inactivity. The longer it's been inactive, the worse.

be careful and check insta followers and engagement(likes/comments) unsernames.
Of course there can be explore engagement, but if They don’t fit at all, it can be a bought fake followers/likes.

I just contacted the page directly.
I fell in love with it and saw it was inactive!

You may pay the owner of the account to test your interest offer you need to promote with the account before buying to see the conversion if suite your offer.

But he also needs to trust me...

I mean if I pay partial and take his password I might change the account and dissappear no? Could you please explain how I could "pay test" him.
