What tools allow to see how cloaked landing page for real users looks like? (google ads so I need to enter via search engine)

Via vpn doesnt work.

with your statment, it seems like you plan to catch someone ads? if u just want make sure your landingpage fine, you can try another way.
 
In that case you need proxies, maybe static datacenter or residential ones, one proxy for each country that you need. After that you can set them up on different browsers on your device or use anti-detect browsers for work
 
You will be needing proxies man! so you can check the page if it is not available on your side
