Many people install plagiarism tools that notify the owner if someone copy from their website. These tools search for the similar content on web and match it with the original.

Don't mistake that no one can catch you if you spin it. For ex. 1Text.com can easily detect plagiarism even if you spin it.

Secondly, if you want to use someone's content. Cite it and add you input as well. If you spin the content, means, you stole the original idea and paraphrased it. This is not professional.

However, if you want to go Black Hat way, protect your name.

It depends on the percentage that shows up as plagiarism. There are tools that help you determine that such as Copyscape. I am a freelance writer and I "rewrite" articles all the time. But you cannot just copy/paste because that is 100% plagiarism. You just have to say it diferrently.

Use a good plagiarism checker such as Copyscape and make sure it is a neat pass there. And then go ahead. Technically, can't multiple people have the same idea, same method and each one of them create their own respective PDFs about it ? Yes. In that case ensure that it is technically plagiarism free and just go ahead.
