How to chain 2 VPNs?

So I have 2 VPS and I know how to setup a VPN on them using OpenVPN or server manager in windows (I can install any OS on them ofc)

So what I need is to chain 2 VPNs on them like this:

My PC -> VPS 1 -> VPS 2 -> Internet

So when I browse Internet my IP address become VPS 2's IP.

I need it to bypass internet censorship forced by government (It's not illegal)

I hardlyyyyyyyyy would appriciate the answer as I failed to find a (working) solution myself but I know its possible.

What kind of DPI is there?
Where is it, between PC and vps1?

Pc: v2ray client, vpn client
Vps1: v2ray server
Vps2: vpn server (tcp mode)

Pc establishes a connection to vpn on vps2 through v2ray proxy on vps1.

What's the point of having VPS2? Why not just install a VPN server on 1 VPS and use that?

In order to achieve chaining, you can have VPS1& VPS2 as a VPN server and have VPS1 as a client that's connected to the VPS2 server. This way if you connect to the VPS1 VPN server on your PC, your egress will be VPS2.

What's the point of having VPS2?

Imagine vps1 is domestic, vps2 is abroad, and great firewall of china is between them. Makes sense? That's why I asked where DPI is.
