account creation - like everyone and I am not a newbie in account farming so I don't want to go into detail. just getting this weird $80 limit issue and then "periodically review" message.
so i am looking for other people status are they getting same or not.

After an ad goes live, THEREAFTER the frequency of any reviews happening AND any daily budget restrictions appearing to arise, depends on the niche being run. And the niche being run refers to the niche as detected by Google Ads algorithms and Google Ads algorithms "judge" it based on the campaign (keywords, ad copy) AND the landing page.
I just ran randomly 3 account with 3 different niche like - buy clothes, shoes.. etc but still same issue. after spending $80 account paused and giving above error.

No wonder your Google Ads accounts (ads / campaigns) are undergoing frequent reviews. As I mentioned, that depends on the niche being run. In Google Ads, apart from what Google Ads official policies are, one has to "connect the dots" as far as the trends are concerned. For example, there have been lots of fake shops (websites) scamming people and those fake shops (websites) advertise in Google (Ads) mainly selling fast moving products, such as clothes, shoes, watches, phones, etc, etc, etc, etc. Apart from that, websites selling replicas such as such as replica clothes, replica shoes, replica watches, replica phones, etc, etc, etc, etc.Hence, since the last few months these niches are considered by Google Ads algorithms to be "high-risk" and hence prone to higher frequency of frequent account / ad / campign reviews.
Now, DO NOT EXPECT Google Ads to openly declare that "We consider a, b, c, x , y, x niches as high-risk, hence such niches will trigger our Google Ads algorithms towards higher frequency of reviews".
Those who are running Google Ads campaigns since many years, will understand what I have mentioned. In Google Ads, apart from knowing official Google Ads policies, nowadays one must be able to "connect the dots" with the current trends.

Why you are not happy spending 80 usd for free/account daily? if I remember right u bragged u "burn" more than 10k usd/day with "real cc's"? you have negative ROI?

Give it a few days. Sudden changes would result to auto-reviews. If you increasing from low budget, then do it gradually.

This has only happened to me once. When google detected the fact I was using the same PC. I think somehow your fingerprint is leaking somewhere. I'd try changing up account creation and your browser fingerprints.
What try? I make my own working threshold accounts, why would I need someone elses method. LOL.

I have never faced this kind of problem. But the account going on review is normal, so wait for a few days and do not make any changes. after 2-3 reviews the account will work properly. most of the time it happens because of keywords but that will also get stable after 2-3 reviews.
Its completely normal no need to worry.
