Web developer to look thorugh website code and figure out why is it not working

I need someone experienced to look though the website files and figure out why I can't upload it on a server and get it running.

I suspect the website code might have some defense mechanism to prevent it from being used again (this is not my site). The site is just one landing page.

Will pay 70$ if you fix the code and I can get it running.
