Bad IP reputation + VPS hosting

Hello, having difficulty to decide.

1. Are blacklisted IPs bad in the eyes of Google? Like can google classify domain as malware as the server IP is blacklisted?

2. If using vps hosting like Digital ocean, vultr, rocket .net, is it necessary to get mailing platform like sendgrid?

3. Are VPS hosters like Rocket.net , linode provide clean IPs? Can anyone check if their IP is clean if you are using rocket.net ?

IPs doesn't matter for sites, because you can use Cloudflare to hide the IPs.
But for mailing yes you need clean IPs.
No its not necessary to use SendGrid

Google can permanently ban IP for suspicious activity. But I never had heard Google could blacklist IPs with web-sites.

You can check if IP is banned or not beforehand. Bare in mind that your IP might get blacklisted one day as well.
Not because of you, because of the others from your IP sub-net.

the vps hosting you provide, does it have blacklisted IPs as well?
