I've had this happen before. You give Google valid information and a real credit card. Then, you create your campaign and moments after, you're banned for "suspicious payments". However, twice now I have been able to get the account back after telling them that the account is new, I have not done anything to violate their policies and you give them some proof of ID and the card in question.
So why does this happen?
Clearly, the system didn't find me out and treats me like a new customer. In fact, my very first ad account was banned the same way.
How the fuck is a new customer supposed to know what they did wrong? And if you dare to make the mistake of contacting the support team directly, which every newbie, including me, is prone to do, you can kiss your account good bye permanently.
And this is exactly the thing. Why DOES this happen if you give them real, totally valid info?
