I'm not aware of any specific tool for it. But it's definitely doable. Twitter lets you batch IDs in their ID > USERNAME endpoint.

If you have a bit of coding skills, I can send you the endpoint and format for it. It's pretty straight forward. Just sniff your browser cookies and set those in the code hardcoded, then loop your IDs and pull the user_details. Depending on the numbers you'd want some pauses / error response to detect slow down. Or if you don't care for the accounts, just blast it

You can do this with Twitter API. Although it's required a developer account which you can sign up easily

And then use something like Tweepy to convert all of those IDs.

Example:

re = api.get_user('id')
print re.screen_name
