Probably it's built on bare metal KVM's and servers running on either refurbished or used machines bought from enterprises on bulk and later built the infrastructure to suffice the VM needs on demand. There is no alternative option to provide on cheaper prices. Also, the chances are the electricity consumption is accumulated by self-made solar panels which already got break even.
