Weird repeated notification

Hello everyone
I've been getting this notification on repeat

I don't know the meaning I'm not based in russia
I was using free vpn called kiwi from playsotre now I removed it
And still getting the notification
Someone please explain

Log out accounts from all the devices. Login again using no VPN.
