1) buy an old bing/hotmail account (or rest of 3 to 6 months before open another account)
2) open a NEW Wise account and get a debit card.
3) link them...
4) start ads after a few months...

This works for me:
Use a "legit" company
Use a "legit" site
Use e-mail connected to the domain and preferably webclient at hosting
Use real working phone number
Don't use VCC's
Use CC connected to the company
It takes time, 3 - 6 months
Use VPN and VPS with 4G proxy

And of course, everything from the country where the company is registered.

Well why it hapens this to you ? Does bing change his rules .I have an opened account for some years and they dont ask me for company or site etc .Just a normal signup process

from what I can tell, you need to be obviously a criminal who does click fraud, then they'll give you an account
