Don't do that. It's not good. If you have sites in same niche you can interlink 1 or 2 sites. Don't interlink all those sites. It will be a huge footprint.

Yes, it's easily done with an a-tag
If it's useful or not, depends on your approach, on the amount of sites, the similarity of your sites, if you go for indexing or ranking and so on.

If you have some thousend domains, cluster them to avoid a too close linking pattern and are ok with em to burn down anyway, than this is a good practice. You want the Spider to find as much pages and domains as fast as possible, so they can be indexed. Linking helps with that. It's also a footprint, so if you run a network of longterm sites, I would avoid it. You can loose em all at once - the shortterms burn and come new constantly anyway, so this is not a major problem there.
