lets say i download a video from a dead channel and re-upload it

It depends on the situation & luck, I sell monetized channels & I am saying this from my experience, when i was just getting started in this area, i did not kept track of my channels and by mistake, i've uploaded same videos on 2 different channels and they approved for monetization but in another situation i tried reuploading the videos to other channel but 1st i delete them from the channel they are currently uploaded on and this time i also did edit the video but they caught me this time and monetization was not approved and they said RE-used content...
So it's best to always use new videos unless the video you are going to use it from your own channel and if the need be you can appeal with youtube and explain your situation about why you are reuploading from other channel and even on this case make sure to edit the video like change intro or add some scenes etc
I hope this helps...

thank you for sharing ! so even after u did , it still didnt get approved hmm .. was thinking of doing that to be safe actually

Well maybe it will not detect now but sooner or later it will detect it .Youtube has algoritms that detect spam and why to risk to grow a yt channel and then to be deleted ? Instead make your original videos

Welcome!
"was thinking of doing that to be safe actually" i didn't get you, can you explain? maybe i can provide a direct answer to your situation...

I have created my own YT channel earlier this year, all original videos with me talking and so on ... but my channel is not growing at all, I'm not an expert in this, I thought of copying it, upload same videos on a new channel, buy views and subs to monetize it, and see how it will go, I don't want to mess up with the original one with the paid subs and views, so, I'm wondering too about having same original videos on both channels, or what if we just change a few things here and there on every video change the name of the video a bit? would this works better?

It is never a good idea to upload videos by downloading from other channels, even if they are yours. You Tube algorithm is extremely smart to detect the duplicate uploads even if you edit them and you will be not be benefited from it in any way.

So it is always best to upload the new and original videos that you yourself have created.

I have seen same videos on diff channel. So if no one reports i think same videos can be on multiple channel.

YouTube discovers duplicate content in 2 ways.
1) Users flagging a video as duplicate content and manually reporting a channel
2) Through their own algorithms
YouTube's algorithms utilizes a number of factors for comparison, such as the size of the video, the format the video was uploaded in, frame rate, audio waveform, type of encoding, pixel distribution, etc.
An uploaded video gets a content ID based on these factors and can then be used to determine if there is an audio or video match or even a partial match.
To avoid being flagged for duplicate content, you can sdd commentary, show your presence such as in reaction videos. Do not use music that has a copyright, you can use YouTube’s free music instead.

the video im thinking about using is a short compilation of scenes of a old tv show, will adding my own intro/outro be enough ?

Could it be conceivable that someone deletes videos from a channel they own, then deletes the channel altogether, then recreates a new channel then reposts (amongst others) the same videos some time (say weeks, months) later ? Could YT frown upon such a case scenario ?

Use new videos and you will be safe. With old videos used, someone can get it taken down in future.

I think youtube still can detect duplicate uploads even if you edit them, sooner or later
