Actually, depending on your time or budget, or both, you can have a real, qualified white hat business in every city using virtual locations such as Regus that take cards from Google. You also will need to file a real DBA, have separate directories, and post with multipost software like maplabs or local brand manager, etc. In other words, you can set up your business anywhere, and with Google's support, if you do it Legit. Google is not interested in shutting down real businesses that have real products or services. They want to shut down spam pages and duplicate pages that have the same services.
