I'm not sure I understand the use case. Do you mean there is a review process from Stripe and you want to cloak your site from them? Then yes, assuming the reviewer uses IPs that can be linked to Stripe. If the review process is a one-off, you can use the gateway with broad match criteria (e.g. all USA) and then turn off the filters once the review is done.
That said, I believe that the main issue with Stripe etc. will be once you refund ratio passes their "safe business" threshold, in which case they'll probably block you anyway.
