I have a blog that used to get 300K+ UVs every month, but was later manually penalized due to unnatural links. The penalty was lifted a few years ago, but the traffic never recovered; now receives around 30K UVs a month. I am planning to completely restructure the website and start working on it again. Do you think I can get it back to where it was once considering there are no penalties on it right now, or should I dump it and start afresh because it has been manually penalized once?

30K UVs a month is better than nothing, some newbies on this forum would kill for this kind of CONSTANT traffic. I'd say keep working on it, but start by working on long tails for a few months. Try writing content around 100+ long tail keywords over 2-3 months and see if they start ranking and your traffic starts snowballing. If it does, all is not lost and you could probably get the site back to where it was. If not even the long tails rank, you've probably reached its limit in what google's concerned.
Although, there might be other things you could do besides the long tails trick, but I can't think of them at the moment. But start there!

I know that it is a shadow of the traffic that it used to get years back, but 30k UVs a month is a great foundation to work with.
So I would suggest that you pay close attention to user behavior.
What kind of content do they engage with the most?
Give them more of that.
Interlink your content with more accurate links.
Call people to action, focus on reducing your bounce rate, and focus on delivering more value.
I know this is probably not the answer that you're looking for because most people are looking for quick and easy shortcuts.
People are looking for an instant transformation from zero to hero.
But the reality is that if it's worthwhile, it's worth working for.
And a little bit of value tends to grow over time, so if you change the paradigm of your blog where you prioritize deepening the value proposition it offers to its visitors, you'd be surprised as to how organic your site can become.
A shortcut to revising your site is to reverse-engineer what your top competitors are doing and figure out what easier keywords they're targetting.
You have a great asset, and it's much easier to build your way up from 30k UVs a month compared to a site that gets 100 visitors a month.

TL;DR Get the manual action removed and 301 to a new domain with the same content.
I had two websites get a manual webspam action. Deindexed for paid links. I disavowed the links and got them back in the serps. Neither website ever came back above page 5.

Since you still get 30k UVs a month, the website still has a good value in the market. Sell it and start another blog.
