has anyone else got any insight into this "3 levels deep" as mentioned above, & where do the levels start ?

some search terms are small, some are very small, some are very very small.
Tier 3 backlinks aren't necessary if your tier 2 links are good quality. That's the point. If they have quality link profiles, those will pass the authority to your tier 1 links. It's as simple as that.

Obviously if someone is hiding their quality links (in this case they must be their PBNs) from third party tools using ..htacsess or WAF, then its impossible to see the links.this is where your problem is. you are using a third party tool to see the link profile of your competitors. They show all the backlinks and even the shitty ones. Most likely google is ignoring all those shitty backlinks. Your competitors are getting ranked by links that you are not seeing in those third party tools. what you are seeing is just noise.
Build quality Tier1 links, for tier 2 don't use GSA.
Yes, that's a crucial point. Nobody will want their tier-1 to outrank their moneysite.It all depends on the quality of the tears of links that you are building.

You have to think hard about the keywords that you're using for your tier one, tier two and tier three pages.
