or he just paid to pump his DR, which is not that expensive to do, quite useless though, apart from overpricing your backlinks

It's okay to buy the blog for $25 if it's relevant to your niche. But the RD seems to be 22.6K & has backlinks about 8.4M Looks like they've bought links from the same domain often & with 8.4 M backlinks they should have some traffic. There was a sudden spike in keywords in April. You can check their backlink profile and make a decision based on that.

Just make sure its contextual, d0 follow, on the homepage if possible and there are not too many outgoing/external links.
