Can you monetize through AdSense a channel like this?

I stumbled upon this channel recently and I noticed that while the clips are from other creators, the channel owner puts text in the videos and other things (such as ranking the videos from 1 to 5). I've also noticed that there are ads before the videos from time to time. So the question is: are this videos considered original enough to be monetized?

You Tube has started showing ads on the videos from the channel those are not eligible for monetization. That revenue goes to You Tube and not the creators.

I have few new channels that have not yet reached eligibility threshold, but You Tube displays ads on them and keeps the money.

So it is hard to tell if the channel you mentioned is earning from You Tube.
