gmail, but they limited the amount of created account in one day in one device. I try to make 10 accounts/device everyday, but not as successful as yahoo (which need phone verification).

why not just use your own domain, you can have as many as you can than.
as for gmail, using android eviornemnt and mobile proxy seem work to not needing a phone number verification

Buy a domain name, get an email addon along with it, and create as many email addresses as you want. I believe all the popular domain registrars offer this.

nowadays a lot of email providers will ask for a phone. so just buy cheap sim cards and verify the accounts yourself
