Most blog owners start with no money, so let's exclude the option of buying backlinks.
(Virtually every blog I contact reply they want money to guest post on their site).

How do New Bloggers even make it to reach high levels of DR and thousands of backlinks,
without even backlinking actively?

I know there is plenty of blogs out there without money that won't pay for backlinks.
So how do they do it?
 
Of course they can. Main driver these days is engagement. Users logged into G visiting your site. Strike it big on social media and you're on your way.

Just find 1 good site in your niche which wont charge, then you can find more by this
 
Better question is why would new blogs NOT rank these days? There is nothing stopping them from ranking. Write good content that people care about, get ranked.
 
Start with answer/response post targeting long tail question keywords.
You gotta have linkable content, asking for free guest post is annoying as hell to the webmasters, don't do it.
 
I see you have no money to promote your blog.
So here is a short and simple advice that will work slowly but it will work for sure -

1) Write content yourself if you can. Create good quality original engaging content on a regular basis.
2) Use free keyword research tools to find god keywords.
3) Enrich the content with good images (may be from Pixabay and pexels)
4) Share it on social media platforms (FB, TW, Insta, Pi, LinkedIn)
5) Do this regularly without fail for few months.
6) Once you start generating some traffic and revenue then invest on promotion like backlinks, etc.

This is the very basic but the BEST approach you can follow in your given condition.

I think it's easier to rank with a new blog nowadays. I have seen dozens of new websites competing with the bigger ones.
 
Perfect content and a relevancy could get your site a better metrics and organic results, but the keywords that you chose matters.
 
Well you nees to work hard and post quality content on your site but this its not easy as you are not sure that you will rank .Seo its very complicated these days
 
The best chance you got with a low budget is getting a decent expired domain and targeting low competition keywords using AI content with manual editing.

If you want the expired domain just for skipping the sandbox you don't need an expensive domain. Just anything that has a few clean backlinks, or just an aged domain (even without backlinks). I find them on expireddomains.net

You can also get a fresh domain and age it. For example, if you want to start a new blog next year (cause you're busy with other projects now), buy the domain now, let it age until next year and it'll index your content much faster than a fresh domain.
 
It is easy to rank nowadays, according to my suggestion
1. Create an article with great keyword suggestions, interlinks, and an easy solution and upload it to YouTube.
The process takes almost 4 to 5 days.
2. You can share your post on LinkedIn and Twitter (seo groups, communities, seo friends)
3. If it's possible to purchase a niche-related good traffic post, please do so, otherwise use blog comments to share your link.

If you do this continuously for 10 posts, you will reach some decent organic traffic.
(Make sure a website loads quickly)
 
If you are good are drafting interesting articles or news, that would be a good start.
 
I rank new blogs all the time.

I read your question as basically one of time timing.

You can't rank up a new blog and have all posts show up in the top 10 of SERPs right after you publish them.

It's no longer 2007.

In 2022, depending on how competitive your niche is, you should expect to wait some time for traffic to roll in.

The good news is you have a tremendous amount of things you can control.

You can control the quality of your content.

You can control the keywords that you're targeting.

You can control the experience that people have when they consume your content.

You can control how you interlink your pages.

There are so many things you can control, focus on what you can control.

When people obsess about things that they can control, like ranking quickly, getting out of the sandbox, and so on and so forth, they stress themselves out so much that they end up quitting.

Please remember that according to the New York Times more than 95% of all blogs fail.

Don't become another statistic

Stop thinking about how quickly you will rank instead focus on whether you are creating the right kind of experience that your target audience members are looking for.
