It really comes down to your niche and engagement, I've sold shoutouts ads in niches like the business niche or health niche with accounts of 15/20K max. Also actually sold in other niches with small accounts like this. I don't think there is a all fits all strategy. Every niche is different.
If I can add something I forgot to write, is if you don't have larger pages like 100K, always think outside of the box, go out there, contact businesses in the same niche, find products to sell directly etc etc Just don't wait and pray, and you'd get results.
