Can you put external links on Instagram or Telegram DM's? like "check my blabla.com/referral"
Is there actually any difference between a "normal" dm and one with "push notifications"?
While choosing the audience, can we scrape a public Telegram group or a public person's followers on Insta?
Are there any discounts if I order a combo with Insta and TG Dm's?

At this moment external links are allowed for Telegram DMs only (hope it'll be changed soon).
The DMs that get to usual requests are with Push notifications. There is some a very small percentage of DMs that get to hidden requests, these messages are without pushes. That is the difference.
Yes, we can scrape what you described but for Telegram we scrape from chats, not channels.
If the order is really mass there would be a discount.

Yes , We can scrape from public group . From BinanceItalian too .
the difference between chats and channels in Telegram is that channels are places where there is an author and he is the only person that can publish something there (it's not allowed to check who is exactly following the channel, so we don't have a list of users), on the other hand, chat is a public place for discussions and anyone can check the members of the chat.

We can scrape from:
-hashtags
-likes and comments (not from exact posts but you should give me the profile and we’ll scrape those who liked and commented the last few posts)
-profiles (followers)
We use filter:
-avatar (profile picture)
-minimum 30 followers
-minimum 3 posts
-not private profile
-not business account
-without links in a bio
-filtering from names with foreign (not English) symbols
these filters allow us to get rid of bots and audience that would not convert
