Either by paying someone (a programmer) to create it for you or by creating yourself.

Managing this much accounts using a popular and well established bot (like jarvee) isn't an option since you propably don't want to get them banned.
The best option is to hire someone to make a bot for you or search for the best ones out there, avoiding the most popular ones, but also keeping in mind that they need to be high quality.
Second thing is the proxies, since you gonna need a whole lot of them.
Overall, for small budget, this is irrevelant, unless you got the accounts for free.
