10,000 bot army used like this (but how)

I recently spotted this video:

She either has idiot fans doing it, or has paid for services to implement the reputation damage attacks against Depp.

What type of bot would be used to post 10k custom comments like that, and how are they able to survive Twitters security checks ie proxies and stuff as that would cost a small fortune to manage 10k accounts, right?
