For $40 you will get. Digg submission with minimum 100 votes (all real diggers), and SU submission with minimum 120 votes.

For digg I guaratee 100+ votes. You will get diggs in 24h (it's usually earlier). It wont get deleted by digg because I don't submit spam (CPA offer pages). For StumbleUpon I guarantee 120+ votes, you should get them in 2-3 days.

100 Digg votes mean nothing. 300-500 votes would make a big difference, right?

No, number of votes doesn't mean large traffic.
If your story get 300 votes and don't hit fp your submission will be considered as spam and it will get deleted.
Unique and interesting story plus more than 100 votes will almost everytime get you on fp.
