If am judging your requirements correctly, then you don't need a plugin for that.

WordPress allows user creation by default.

Goto Settings » Discussion » and check the box next to "Users must be registered and logged in to comment" under "Other comment settings"

Now WordPress author pages are pretty vanilla and basic and most themes show on the posts made by the author. You can fix that by getting a profile builder plugin like https://wordpress.org/plugins/ultimate-member/

Or if you want to build an entire community on your site, you can use BuddyPress.
