Try to Add GSC and See if Any manual action or penalty is there ? if not then write a article and try to get it index

no I didn't, I paid 17€ because it expired and I found it, my objective was to 301 redirect it to my money site, or maybe make a landing page

The domain looks like trash the previous domain owners spammed it to death.
