What will happen to crypto if binance stops operating ?

I don't think Binance would stop operating for any reason and if that happens they'd be a huge loss because I think it'd affect their crypto currency BnB and we can see the effect Luna had on the entire market. Now imagine it happened with BnB

Governments and the mafia crews that run them don't like the idea of losing the control they have on society. MONEY is the thing that most people fear more than anything.

Many people fear being broke, more than death b/c 'broke' is much more forseeable .

It depends on customers. If customers start showing interest in some other exchange because of better facilities, binance will also degrade.
