It depends, most sellers will ask if you have any press, if you don't, this will increase the price, also the niche of the account will vary the price, for example, if the account is a musician's account it will probably be a lot cheaper than a business account...

The cost depends on who you are. If you are a nobody, they need to make a PR for your name, which costs, articles, website, etc.

Ahh okay thanks for explaining, I have a friend who is a renowned Historian, he was a Antiques Roadshow appraiser, gets qouted in news papers, has published books, he's well known in his niche, but instagram would not give him a bluecheck mark. How much would someone like that cost?

Artists or entertainment figures are for the most part the easiest to verify. All you really need is a verified Spotify profile with some singles, 7 - 10 full feature articles from mid-tier music publications, and a media portal.
There's a common misconception that it's the PR that's largely driving the price for verification but it's actually the portal submissions. The reason why artists have an easier time getting verified is due to the ease of obtaining a portal when you're a media company and qualify to be a partner.
Entrepreneurs, authors, and company brands can't be verified via a media partner and will need to submit through an agency portal. Agencies have to spend upwards of $10,000 on ads for six consecutive months before they're assigned their personal rep. And keep in mind that it's not just a singular downpayment, you basically have to keep spending a decent chunk of money with Meta if you want to retain your access to your rep. That's why brands get charged $15,000 to receive the badge whereas artists pay $4-5k.
