Algorithmic penalties are silent and hard to define. Sometimes decreased rankings may be just a triggered filter or you simply don't comply after latest core update.

Manual ones on the other hand are very clear and usually appear in your GSC.

Yes, they can deindex your site, if they want, or just give a manual penalty.

I already had a manual penalty, so yeah it is real and if your website in on the google webmaster search console you are notified. An algorithmic penalty is not notified but it manifests itself with a big loss in rankings

I have had some sites with this kind of penalty and after posting some content for 1-2 month everyday I did get out of this. But my niches were always adult I dont know if it is the same for every niche.

I did post them manually, but I dont think it matters. Maybe the consistence of posting made the difference. You can try it yourself if you have a site with 4 results penalty, post everyday for a while and maybe it will bounce back to normal. Google is strange and it depends by many factors. But I am sure for something. Posting frequently or everyday if you can, makes a difference for ranking and in my case removed the 4 results penalty.

On Webmaster they sent the message and the reason and also they give chance to appeal , if everything is fixed and google is happy they may reindex the site
