I think in terms of algorithm, I'd go with tiktok, it's easier to get viral content suggested or recommended on tiktok (you have to be constantly posting tho, this is kinda difficult if you don't have time)... I am currently working on one of the best tools for Instagram, so if it was me I'd probably go with Instagram, I could even program the content to be posted automatically and be scraped from other Instagram pages or tiktok pages (lot of time saved) and then automate the whole growth process with this tool... but that's just me hahah, I think you can work fine with this...
Twitter I've been using for other projects aswell and works like a charm, my niche is adult spanish content... anyways, it depends on what you are trying to promote or sell or how you are trying to monetize this, I think some platforms work better for some things, some work better for others....
Also may I ask what you mean by "theme" pages?

Yeah ive thought about that, i dont really know how facebook pages work though in terms of reaching people.

As I said, personally, I would go with Instagram, just because I own an automation platform and this would be very easy and cheap for me to work with... but for now, tiktok is the best platform to make your content go viral easily, just keep posting and it will happen eventually.

Yes the thing is to firstly start with content arbitrage then try to find a way to automate this process.
the question is: is there a software for mass download content(videos) from IG then mass upload it on tiktok?

Not sure if there is a way to do that on tiktok, but there is a way to do so on Instagram... atleast I am doing it with all my accounts in InstaSmart platform

not mass downloading, mass repost from other Instagram accounts, hashtags, places, etc... very helpful if you trying to copy content from another page

It depends. Tiktok is mostly using by GenZ and their way of looking to all these social media is different. Twitter is mostly for the people who are interested with virtual stuff like NFT, crypto. And instagram for everyone. You can find any kind of people on instagram. but if your audience is already set you can choose your platform from there.

It depends on what will you sell, what your content is, where you find yourself comfy with the algorithm, etc.

Each social network is different and good in its own way. TikTok is rather visual and the traffic there is not so interested, since people watch a lot of videos a day. Instagram is more attractive for different organizations, where attraction works a little differently. Twitter, I don't even know what to write.

it depends on your content and your audience, but i would say its instagram.. bcs on instagram you can find all niches and contents, its kinda mixed platform, the only hard part is that there are so many competitors on instagram
