Hello. Maybe anyone tried to reach TikTok USA audience using USA sim card? I heard, that USA sim card + VPN should work fine. Should I have activated sim card? If yes, can I activate it in Europe? Should I buy plan or something for this card?

No need for SIM to be active - just need for it to have a US number. Also use an iOS device, more likely to get traffic/trust from tiktok. As long as you don't give them any permission to your location or your local networks, you should be fine
