Open with another country IP , most of the time they do target only the GEO in which they are running Ads.
For an example anyone running Casino Cloaked campaign for Canada and you want to see whether its cloked or not , open the URL from any other geo IP it will show safepage.

Google do it , that's why account get suspended for circumventing policy. Maybe your cloaking is good enough but sooner or later it will get catched and account will be suspended.

It is all about quality. Some cloaking services keep update their database.
true. but when your ad gets put in to manual moderation your cloaker wont save you

You can search in Google bro. I think there are many cloaking tool provider on google itself.
