I have a local site that I'm trying to rank for. There are not many local authority sites in my niche and those that accept guest posts are asking for a crazy fee.

I seem to have better luck getting backlinks from other countries like the US/UK.

Will such 'foreign' backlinks have a positive impact on my local rankings?

It will help you with local rankings for your website. I just did a post for this on another question but focused on the GMB. That is where all the traffic is local and brand authority is still important, but the key is getting lost in maps within the location or service businesses trade area.
This requires all the usual. Optimization, local and inch directories, regular posts, and photos (geo medication on photos is not necessary as Google erases this GPS or keywords when posted).
But the single most critical component is CTR for the main category and top searched keywords, which needs to run monthly but only with 4G mobile proxies from a location reasonably close to the GMB address. We have used the same vendor for 2 years and never lost an account because we show consistent growth month after month with this single most important difference. I hope this helps.
