yes instagram may suspect over it as it has been registered to another country , but one thing you can do is to change the liked number and email for that account , after this is will definitely be a safe game.

It depends, ask your provider, some providers sell accounts that don't ask for verification code the first time you login, it doesn't matter what country your proxy is from

It depends on how you warm them up and what kind of software will be run to bot them.

I highly recommend to read this forum many people here have posted about 4G proxies, fingerprints, warm up and so on.

I guess you will have to do a lot of testing and see what raises red flag ( where accounts get banned ) and what action are not detected and do not lead to a ban.
