These kind of warez websites usually have crazy awesome user engagement. When people are searching specifically for you on Google and it is not the other way around, the traditional seo made with backlinks and on-page optimization become quite useless.

You don't need them to respect robots.txt to block them. You can block them by their user-agent or their ips with your web servers config file. Both are publicly known.Their IPs are a bit obscure to find but available on the internet.

Also, I don't know about you, but for almost all pbn sites that I have been a webmaster for; ahrefs and Semrush did seem to follow the robots.txt rules.

Do note that your pbn sites that can still appear on ahrefs or Semrush even after disabling them in robots.txt. They don't need to have crawl data of your site.

Even your pbn sites will naturally form some backlinks when on the internet. Those backlinks get crawled by likes of Ahrefs and that's how they get it on their file. They also source data from several third-parties.

Large public bots like those have to respect rules. There are no legal obligations but that doesn't mean they don't risk ruining their name.
