My competitor has just 5 low quality backlink but my target page has +20 high quality backlinks . My website has higher DA authority too. My backlinks just indexed by google . Im in position 3 but no improvement after achive this position even with more backlinks . Why ???

What do you mean by High quality backlinks?
Is it web 2.0, profile, comment or some G maps redirect?
Or backlinks from real website guest post, niche edits?
Or from your personal PBN network?

define "high quality"! Because I have a feeling that what you consider high quality is not what high quality means... And for the record, DA is a shit metric, it can (and does) be manipulated very easily.

And the reasons for which you are not ranking can be numerous, really...

- your competitor might have a stronger domain than you...
- your competitor might have a more topically relevant domain than you...
- your competitor might have better content than you...
- your competitor might have PBN links that you can't see because they're hidden (a lot of SEOs do this)...
- your 20+ links might (and probably are) garbage...
- your anchor texts might be abused...
- etc...

It can really be a lot of things, including your site being in sandbox if it's a new site (and yes, you can be indexed and still in the sandbox, it's happened to 2 of my sites last year). Until we analyze your, and your competitor's backlinks, content and domains we can't know why you are getting outranked, but I strongly advise against making all of this data public on this forum. If you can hire a good SEO to run an audit for your site he might be able to tell you where the problem is, but if you want to hire someone to have a look at your site post in the HAF forum, here:

Otherwise, you'll need to learn more about how SEO works and do your own audit and figure out the problem yourself :)

Its web2.0 + profile backlink

Backlinks are from +70-80 DA websites. Thank you i will check that

Forget it
1000 more of this link won't do anything to you.
Concentrate on getting some real links.

You're on number 3 that's a lot for you :D

mate, forget the DA metric! Quality links doesn't mean high DA (although, I admit, sometimes the higher the DA / DR metrics are the more reflective of a website's authority they are, but that still doesn't mean that they're high quality links, per se)

High quality links mean links that...

- get clicked on
- are placed in-content (not in sidebar, not in footer, not in pages with 100s of other links and no content... although, homepage links are good if they're placed on the homepages of quality sites)
- come from sites NOT seen as link farms by google (link farms are sites that exist only to sell links, so if you buy links from sites that have OBLs on every single content page then that link could be considered useless, or could become useless when google figures out that it comes from a link farm)
- come from sites that get decent organic traffic (I usually like to see at least a few 100s visitors a month, but other people will not consider links from sites that don't get a few 1000s visitors a month, so it's up to you what you consider "decent traffic", but the point is that you want the site that gives you the link to be indexed and ranking in google, otherwise it's worthless)

.. there are probably more things you need to check to make sure that you're getting quality links, but I don't remember them at the moment...

And like @nahid133 said, web 2.0s are worthless, you can get 1000 of them and they'll barely do you any good. Few years ago web 2.0s used to work, but then google realized that everyone and their dog can get these links because they're free and easy to get, so they've devalued them. I built over 100 web 2.0s to one of my sites last year and they haven't even gotten my site in top 100 lol... It's true that the niche of my site had been competitive (pregnancy), but at least I should have seem some movement, an increase in impressions at least or something... Nope, nothing, nada! Not to mention that after 1-2 months most links have been deindexed by google, or my web 2.0s accounts banned, or the links have been tagged with the "nofollow" tag which makes them useless, and so on...

Anyway, just run a backlinks and content audit for both your site, and your competitor's site with a good audit software (Screaming Frog, Web CEO, etc... there's plenty of them out there) and see where the major differences between your site and your competitor's site are, and see what you can fix. If you can't fix anything, or there are no major differences it's probably the links (your competitor has more, or better links than you), or the topical relevancy of your competitor's site over yours... or maybe google trusts your competitor's site more because it's more aged... or maybe your competitor's content is more in-depth and or topically relevant to both the main keyword and the site's overall topical relevance... one of these things for sure (unless your site is sandboxed, as I mentioned previously, this could also be the problem)

My backlinks are placed in-content . Some of my backlinks come from .edu

This kind of backlinks bring me from 70st to 3st but suddenly stops

What you mean about real backlink?
1. A personal PBN Network
2. Guest post from your niche related website (Real site with traffic)
3. Niche edit from your niche related website (Real site with traffic)

When you apply for 2 & 3 make sure you check the site's backlink & traffic.

there are good .edu links (blogs) and there are bad .edu links (redirects), just because they're .edu links doesn't mean that they're good... As for them bringing your site from the 70th place to 3rd place and then kicking you out of the SERPs, well, I guess they weren't good links after all :)

But anyway, I won't insist. I still think you should make an audit of both your site, and your competitor's site to see where the problems are before you spend more time and money on backlinks. You might be able to fix the issue by simply updating or optimizing the content, or by creating a few internal links with the right anchor texts, or whatever...

Regardless, good luck with figuring it out!

EDIT: oh wait, I misread your post, I thought you got to position 3 and then lost your rankings, I didn't see that you're actually stationing at #3. Sorry for the misreading! But my advice still stands: run the audit!
