Actually I would recommend you a good offshore dedicated server in this scenario, with at least 1 gbps full duplex dedicated up link and SSD hard drives, as SSD will be good and fast for video streaming two SSD drives in RAID 0 can even be more faster and better for streaming, also with video streaming your uplink matters a lot, so at least get a 1 gbps dedicated uplink.
