Yes, I have tried google translator, bing translator and bing seem to work well for me, after you do some touches e.g grammarly, but make sure the pages are indexed that is very important before applying for adsense, and they don't ban, i didn't had any issues with using rewritten or spinned or translated even plagiarized contents on my adsense account.

Not really, I have tried that, i don't think traffic is even needed for adsense approval, i got approvals on sites which are just 2-3 weeks old only and no traffic. But i do think, if you apply adsense based on specific times like (morning time in us), you may get response faster, but these days they take 2 weeks on average.
What you can do before applying for AdSense is to make sure you have the most important and basic steps are done for getting approved.

No, AdSense don't have anything to do with that. They don't do Geo type checking, i got approvals of different countries (Singapore, Serbia, Cyprus, Malaysia, Dominican Republic, South Africa as well) with US based english articles.

You won't be needing a different computer. You can use anti detect browsers & vpn or private proxies. For multiple accounts i recommend making fresh gmail from fresh ip and then apply adsense.

Well, you can re apply as many times as you want. There are no pre-check process to see if your site is eligible. Google has its own way/method to giving Adsense approval to website. Jist read their blog and check all the to do's and you will be fine.
