How to get rid of hacker?

Hiiii! I have someone stalk me on the internet for the longest time.

I did numerous factory resets on all my devices and I re-installed my windows laptop.
I changed my WiFI pass.

Today I decided to register on instagram with a new account and I get the message "the ip address you are using is an open proxy". So I go on google to check what could be wrong and I read this on some random page :

In your case, it is not any issue with your systems being hacked.
Instagram has a bunch of bugs in its sign-up algorithms and sign up failures may give some incorrect outcomes (messages / errors).
The IP address pool you are coming from has been blacklisted by Instagram algorithms, probably due to multiple abusive accounts opened from it either by you or someone else (other people).
When multiple abusive accounts are opened, it is assumed that the IP addresses from that pool are an open proxy, that is, IP addresses that bad actors use to open fake accounts.
 
Try to change your ip address use proxy or vpn

Ive been noticing numerous strange things but Im not a hacker.
 
You can always check "current running systems" on your devices.

If there is an external source using your systems, It usually shows up there.

How can I find anything suspicious if I have no idea how to recognize them? How can I be sure my screen is not being mirrored or there's no keylogger? i have no idea what to look for and where.

You'll have to manually cross check files and systems with info on google.
 
We don't know you neither your history, so to be fair If you didn't use your internet connection for fraudulent activity.
You are more likely:

Check your router, I'm sure someone is rotating your internet connection.

if you didn't recieve your router from the internet company it self you're serving as mule for dds server.

I could be wrong
 
Are you on your wifi? Have you tried to factory reset your router, if so? IF you think your device is compromised it could also be that your router is compromised.

I changed the WiFi password and SSID yesterday. Is this enough??? What else I could do?

Look, the stalker has my phone number for sure. I currently use Nokia. I had a case when I restarted the phone and it told me google assistant services are active with VOICE. I think it is hacked. I usually use Samsung but my phone is temporary broken so Im using my fathers Nokia.

I can do factory reset for sure. But my question is different. I have done factory reset numerous times. How does he do it every time? I don't know where to focus my attention. Is he using the home WiFi? Or my phone number?

I don't know man I think that you are getting a bit too paranoid, maybe your laptop was hacked and now after reinstall its not,
but the blacklist stayed.

Router hacks are not very common so I am not sure, you could try to do a factor reset to the router as well.
