The site is targeted at foreign audiences, I am trying to advertise and targeting x location. And my ad happens in Albania even though I have not decided this. Do you know how to fix this, could there be a problem? It's not that I touched any instagram rule or anything.

It seems like common sense to me, if they are only allowing you to promote to people in your region, then you should fool them into thinking you are in a different region, so when you login and boost ads, you will get the region's traffic that you desire.

HII there , you can try some websites those are offering micro-tasks to their users , you can promote your instagram post in a cheap rate with varities of option where you can target specific locations , device etc.
