How to make google reviews that actually post?

I am trying to leave G reviews for my business but it is not consistent.

I bought several phones and bought G PVA accounts. I turned on location history and used the phones to go about my city, taking pictures and leaving a few reviews for some other places before leaving a review for my business. Some of the reviews were public, but some did not show up unless I was logged into the google account I used. What I did was activate a new SIM and number for the phone, login to the PVA account and used the account for a week before leaving the review. I suspected the reason they did not show was that the location history showed I was active at my home and work for a long period of time. It would be easy for G to figure out they are not legit.

I ditched the bought PVA accounts and created 4 brand new ones, with SIMS and numbers, phone activated the new accounts against the numbers. This time I did not have location history turned on, nor were the phones turned on in my work or home so G could not pick up those locations. I spent the last week and a half taking pictures of my local area and adding them to boost the score up for the local guide. I had one of them at 300+ points and today left a review for my business and it has not gone live. This account has only left 1 review, that was for my business.

Can anyone explain why this is? Does G record the unique info of the device leaving the review (serial, imei, or other) and not allow it to leave another review?

How else can I build an account up to a local guide to leave a review for my business and have it stick?

Yes websites record browser fingerprints which can track your device you need to spoof all your fingerprints for every account you connect to

Sorry, I should have said. I factory restored the devices before signing up for the new accounts and verifying the number. There should not have been any data carried over.

Factory reset will not change your device parameters
 
The key is not the device.

You need to use quality accounts that are warmed up, and not flagged in the past.

I created the account my self. How long does it need to be warmed up for before leaving the review?
 
has anyone tried leaving the review as 5 stars only and coming back later to add the review if it was posted.
ive tried this and was able to get the rating up and added the review later -This was on a fairly new account that had some previous contributions in local guides - also have you noticed that if you upload a picture along with the review and the review does not get posted the picture does - this happened to us and one of the photos already has over a 100 views but the review never got posted ? did they flag the review and not the photo ? thanks for all the insight to above posters
