I want to know of any method that manages to open the page that is loaded because it has a large load from multiple visits. because I can not make an appointment for tourist visa because it opens at 24 hours and closes at 24:01 .. I can not open this page because it is extremely loaded.

no there is no method, the source (server) is overloaded and can't handle it because resources are fully used by the other visitors (CPU, RAM, bandwidth .... etc).

but then why are the appointments being reserved for 5 seconds by the others ??

Some get entry and some don't. Thats just luck. If you try multiple times you might get in too. Focus on the word "might".
